The config file is for the Share Online app, I think you're having issues with web access to Ovi..

by downloading the .cfg file and putting it on your phone somewhere and then open up the file with the inbuilt filemanager app and it will add it to the share online app

You need to download it with a pc and then transfer it to your phone. The phone browser does what it likes with files and most of the time it does wrong things..
